CDCS is an available choice within the Home and Community-Based Waivers and Alternative Care program.

Community First Services and Supports (CFSS) represents a novel initiative in Minnesota, dedicated to self-directed home and community-based services. It caters to individuals who aspire to remain within their communities while seeking assistance with daily activities. As this transition unfolds, CFSS will supersede the personal care assistance (PCA) service and the Consumer Support Grant (CSG). CFSS is poised to enhance participants' choices and grant greater control over their care, including the ability to select caregivers and purchase supportive goods to foster personal independence.
The Department of Human Services (DHS) has yet to establish a definitive date for the transition to CFSS. To facilitate this shift, DHS is diligently working on updating their computer systems and securing federal approval for the program. Rest assured, once these preparations are complete, DHS will furnish detailed information regarding the transition plan and its timeline. CFSS shares numerous similarities with PCA. Eligibility criteria and the primary services offered will remain unchanged during the transition to CFSS. CFSS services encompass activities of daily living (ADL), instrumental activities of daily living (IADL), household-related tasks, as well as observation and behavior redirection.
CFSS delivers an elevated degree of flexibility and control to its participants. In CFSS, individuals can designate a spouse or the parent of a minor as a caregiver. Furthermore, CFSS offers two distinct service delivery models: the agency provider model and the budget model.
